Cool Page - Most web page creation software claim to be WYSIWYG, however they don't have all aspects of Cool Page's unique, drag-n-drop, pixel-accurate, anywhere freeform on-the-page WYSIWYG editing and positioning. Free Trial version has limitations and an ad button requirement but no apparent time limit on using it.

Netscape Composer: Free download from Netscape (included with the older verions of the Netscape Browser).

Front Page Express: You may already have this one in your computer! Click on your "Start" button, then go to "Progams", then to "Internet Explorer", if you have it you will find it there. Just Click on "Front Page Express". *NOTE: FP Express is not available with newer versions of Internet Explorer. If you Google for "Front Page Express" you will find a few places where you can still download it, but I can't vouch for the sites you may find it, so do so at your own risk.
